Abstract
INTRODUCTION

Upon the assumption in the office as Chief of Philippine National Police on May 7, 2021, Police General Guillermo Lorenzo Tolentino Eleazar launched the Intensified Cleanliness Policy (ICP), which is aimed at “correcting minor and small problems in the service” and winning the hearts and minds if the people or community.

According to Police General Eleazar, the policy will be implemented across all the concerned PNP units nationwide. That the ICP will harmonize all police units in addressing small problems through fast actions based on “the broken windows theory”. He also added that small problems must be immediately addressed to prevent them from getting worse, cited herein:

“Ang maliit na problema, kapag hindi pinansin at pinabayaan ay lumalaki, lumalala, nakakahawa, at kumakalat hanggang ito ay lumala (A small problem when neglected will eventually get bigger, worsen and contagious and spreading until its severity),”

The Chief PNP has the power, among others, to issue detailed implementing policies and instructions regarding personnel, funds, properties, records, correspondence, and such other matters as may be necessary to effectively carry out the functions, powers, and duties of the Bureau.

On May 9,2021, a memorandum was issued regarding the adherence to the ICP, including three components as follows:
1. ICP in all Police Stations/Offices;
2. ICP in Ranks; and
3. ICP in the Community.

After a few months of implementation of the said policy, the group intends to determine its adaptability and sustainability, thus, this research entitled Intensified Cleanliness Policy: Adaptability and Sustainability in the Municipality of Culasi, Antique was conducted. This is also to determine how it was implemented in a rural setting, how it improves the performance of the PNP personnel in that place, and the impact of its accomplishment in uplifting the image of the PNP
