• This study aims to investigate the measures taken by Malabon City Police Personnel to address issues and concerns related to the use of body-worn cameras in police operations. Additionally, the findings will assist the PNP in developing improved programs, activities and policies to address existing gaps and challenges.

• The case study results reveal that the Malabon City Police Station uses a total of 15 body-worn cameras (BWCs): four are serviceable with SIM cards, ten are serviceable without SIM cards, and one is unserviceable. A survey conducted across seven areas shows that adherence to protocol, with clear guidelines on the use of BWCs, has the highest compliance rate at 15% while privacy considerations protocols have the lowest compliance rate at 5%. Feedback from 20 participants indicates that policies and protocols governing the use of BWCs are rigorously enforced and seamlessly integrated into police operations at Malabon City Police Station. There are 20 police personnel, 17 completed initial training, 4 underwent scenario-based training, and 7 received refresher training. Enhanced transparency is seen as the most significant benefit of using BWCs, with 17 (85%) respondents indicating this. In contrast, training and professional development received the lowest rating at 45%. Interviews reveal that technical issues, budget constraints, and training deficiencies challenge the implementation of BWCs. There is advocacy for a significant budget allocation to acquire more high-quality BWCs and ensure comprehensive training for all personnel. There is also a consensus on the necessity of investing in technology solutions to facilitate the effective integration of BWCs into police operations.

• The main recommendations are for the PNP organization to allocate a substantial portion of the budget to procure high-quality body-worn cameras (BWCs) that meet operational needs and standards. This involves fostering collaboration among various stakeholders to pool resources, expertise and support for achieving common procurement goals. Finally, the proposed action plan of this study should be implemented in Malabon City.
