Abstract
The study aimed to assess the impact of using BWCs and ARDs in improving police operations of PNP personnel of Baguio City Police Office. It focused on determining the level of competence of PNP personnel in implementing the guidelines in using BWCs and ARDs and the level of impact in the use of BWCs and ARDs as an aid in improving police operations. Differences in perceptions of PNP personnel and private citizens and the major concerns BCPO encountered were taken into consideration.

The study made use of quantitative research design with descriptive-survey method. The main tool in gathering data was a survey-checklist and interview. Anova through F-test, t-test and thematic analysis were used to treat the data. The respondents from the BCPO were selected using non-randomized sampling method while the respondents from the private citizens were selected based on convenience sampling.

Study reveals that BCPO personnel were highly competent in implementing the guidelines in the use of BWCs and ARDs in police operations while both police officers and private citizens revealed that there is a moderate impact in using BWCs and ARDs as an aid in improving police operations. The four themes that emerged as major concerns in the implementation, trainings of police officers, expectations on BWC footage, and specs and apps of BWCs.

Based on the findings, BCPO are highly competent in implementing the guidelines in the use of BWCCs and ARDs due to their commitment to accountability and transparency which contribute to the public trust and confidence in law enforcement. By adhering to guidelines for issuing and regularly checking these cameras, police officers can document their actions and interactions accurately, which can serve as valuable evidence in investigations and legal proceedings. The moderate impact in the use of BWC as an aid in improving police operations is stemmed from the cultural resistance of some private constituents and police officers to the adoption of recording devices within police departments or communities which has significant implications for the police officers’ and public’s privacy rights. Nevertheless, the “self-awareness effect” brought on by the camera’s “neutral third eye” has an impact on both officers and suspects’ psyches since neither party wants to “get caught engaging in socially undesirable behavior that may have costly consequences”. It causes suspects to “cool down” aggressive actions and discourages officers “from reacting with excessive or unnecessary force. The themes identified from the narratives of PNP participants are manageable, hence these can be addressed through recommendations.
