Abstract
EXECUTIVE SUMMARY
Itogon, Benguet is one of the highest producers of gold in the country. Through the years, continues extraction activities are performed as well as constant changes in the policies, regulations and daily operations happened. Government and private leaderships and implementors in the mining industry constantly changes as well, hence the entrance of modernized and organized large scale miners and the struggle to legality of small-scale miners erupted. The indigenous people brawl because of the disruption of their ancestral domain and the exploitation of their natural habitat have caused massive movement on their lives. The phenomenon of the government between protecting the people and its environment and the need to sustain the economic development of the country weighs on local and national leaders.
This study focuses on the cause and effect of high grading as one of the many effects of the increasing mining industry, specifically on the disruption of ancestral domain, the uneven wealth distribution of revenues from the mines and the difficulty of legalization of mining activities therefore resulting into high grading or theft of gold in the Itogon mines.
Moreover, high grading and illegal mining cause economic weakening and environmental degradation to mention a few of its effects. The decrease of mining industry contribution to national and local GDP as evidence and the occurrence of scarcity of resources to the miners and to the government as a whole. Unrecorded and unrealized wealth from high grading could have made a huge constructive contribution in the staggering economy of Itogon, the province of Benguet and the country.
Environmental effects were also discussed in this study. The physical and reported environmental phenomenon which occurred in Itogon, Benguet, which captured not only the national but also the world, have made a significant impact in the mining industry. Environment effects now have been given importance and emphasize on mining concerns and discussion and have given utmost importance. Therefore, recommendations were made from the salient findings of this study.
