THE PRACTICE OF ISLAM OBLIGATORY ACTIONS IN THE PHILIPPINE NATIONAL POLICE: A POLICY FOR INCLUSIVENESS

Abstract
Police forces in some Asian, Scandinavian and Western countries have officially allowed the practice of Islam obligatory actions in the workplace. However, this is not the case in the Philippines. This paper aims to promote respect for cultural diversity in the Philippine National Police (PNP) based on Sec 5 Art III, 1987 Constitution, specifically, promoting practice of Islam obligatory actions. Document analysis was done initially to prepare the survey questionnaire and provide initial discussion points for the focus group discussion (FGD0 and key informant interviews (KII). The structured questionnaire was used to measure the current practice of Muslim obligatory actions in the organizations and the level of agreement of both Muslim and Non-Muslim personnel on the possible challenges and benefits of promoting these practices. FGDs and KIIs were employed to support results of the surveys and gather expert opinion. Results of the study show that at present, the PNP supports the different Islamic practices on prayer, fasting (Ramadan), food preference, and death and burial. The only obligatory action not practiced is the wearing of the Hijab for female Muslims. The main challenges identified were the lack of cultural knowledge of Islamic practices by the policy and decision makers in the institution and the lack of policies that would allow Islamic practices. Nevertheless, bot Muslims and Non-Muslims agree that is is beneficial both for PNP personnel and the organization as a whole if Muslims are allowed to practice Islam in the workplace. Courses of action identified to address this include, among others: Break time for prayer; in-house assignments for Muslim personnel during Ramadan; and proposal to incorporate wearing of Hijab with the prescribed uniforms for women.
