Abstract
ABSTRACT

Community actors composed of barangay officials, workers, and ordinary citizens plays an important part in the fire prevention campaigns and initiative of the Bureau of Fire Protection. Its campaigns or public fire education activities would be rendered useless if the community will not participate. In many instances, the effectivity of the BFP’s fire prevention efforts can only be measured by the frequency of fire incidents that actually occur, and if the communities would not listen nor participate in any information campaign, unfortunately, fire incidents too will be numerous. That is why over the years, the BFP had implemented various fire prevention campaigns, but noticeably, the BFP records a dwindling of support and participation from the community actors. Slowly and little by little, fewer and fewer attends to BFP’s lectures and participate in trainings. The Municipality of Lingayen, Pangasinan shared the same fate. From 2015 where proper recording and documentation started, BFP Lingayen finds it difficult to encourage barangay officials and community members to attend and participate in various fire prevention initiatives of the station. Through this research, it was hoped to understand this phenomenon with the goal of developing alternative strategies that would reinvigorate the relationship between the BFP and the Community. It was found that the interest to participate of the community actors was not lost, however, there were factors that hinders their participation. Through the proposed interventions, this study hopefully was able to address a perennial problem for the BFP that if not solved, would hurt the agency badly.
