Abstract
INTRODUCTION
the Philippines, a nation with a long history of Muslim uprisings, is extremely susceptible to numerous terrorism threats originating from violent Islamic extremism. One of the signs of this menace was the Marawi siege, which lasted from May 17 to October 23, 2017. Despite the fact that the great majority of Muslims in the Philippines have secular outlooks, moderate perspectives, and syncretic religious practices, a tiny portion of the community has fallen prey to the allure of violent extremism and terrorism for a variety of reasons.
Early on the 1990s, Jemaah Islamiyah (JI), an affiliate of Al Qaeda in Southeast Asia, dominated the international terrorist landscape in the Philippines by encouraging violent extremism. Through Mohammad Jamal Khalifa, the brother-in-law of Osama bin Laden, Al-Qaeda supported the JI activities in the Philippines by enhancing the bomb-making, weapon handling, and Islamic propaganda skills of the Abu Sayyaf Group (ASG), an outlawed branch of the Moro Islamic National Liberation Front (MILF), and even rogue factions of the Moro National Liberation Front (MNLF). In addition, Khalifa established an Islamic school in Marawi City under the name Darul Imam Shafee. Wherein, key commanders of the ASG and MILF completed their Islamic education, including those who participated in the siege of Marawi City in 2017 in order to establish the “East Asia Wilayah” of ISIS.
In the nexus between urban terrorism, the 13SAC Information Drive Campaign against Terrorist Groups as prevention and countering of violent extremism and counterinsurgency counter-narrative at the grassroots level is an effective countermeasure to counter Islamist extremist groups such as the remnants of the Daulah Islamiya/Maute groups who are still prevalently involved in various acts of terrorism and active in spreading violent extremism ideology.

For the purposes of this study the following terms are interpreted accordingly:

• Effectiveness - the degree to which something is successful in producing the desired result; success.
• Information Drive Campaign – shall mean Community Dialogue, Radio Guesting, Distribution of Information, Education and Communication Materials, School Visitations, and Assistance in Rido Settlements.
• Local Terrorist Group – shall mean Dawlah Islamiyah Maute Group (DI-MG)
